MBE Certification In Baltimore City

Under the Baltimore City Code, to be eligible for certification as an MBE the minority-owned business must meet the following requirements: (1) be an independent, operating business that has been in operation for at least twelve (12) months; (2) be at least 51% minority-owned by one (1) or more minority group members for at least twelve (12) months; and (3) have an operating office in the Baltimore City Market Area, which includes Baltimore City and Baltimore, Anne Arundel, Howard, Harford, Carroll, and Queen Anne’s Counties. 

Furthermore, under the Baltimore City Code, the minority-owned business must demonstrate that the 51% minority owner has control of the business, which entails the power to direct the management, policies, and operations of the business, and the ability to make day-to-day decisions concerning matters of management, policy and operations.  Demonstrating the necessary control is critical to obtaining certification.  Therefore, a business desiring certification as an MBE in Baltimore City should consider obtaining legal advice prior to applying for MBE certification.
